I brought my own I-PASS transponder along for the trip, and prior to entering Illinois, I properly mounted the transponder, went to the Tollway website, and registered the rental car to my I-PASS account. I recently rented a car from Hertz in Minnesota and drove through Chicago en route to Michigan.
